What's more prestigious, a Bachelor's degree or a 2-year program such as licensed vocational nurse/paralegal?

Just wondering which one is harder to get and which is looked upon more highly. Just in general a 4-year degree (in anything) or a 2-year non-academic type of program like paralegal or licensed voc. nurse
