Can the electrochemical happenings in the human brain effect electronic devices from a distance?

This happens to me quite often. Some cordless land line phones sputter and sound as if I'm talking underwater when I use them, but nobody else has problems with that very same phone. Some streetlights turn off and/or on when I drive or walk under them no matter what time of day it is. Not all streetlights, just certain ones...I can all most predict it. That is how often it happens. My computer even locks up on me when I'm using it when I'm upset or overly anxious, but when I feel calm, it works fine.
