Why are the Green Jobs that Obama touted in his Winning The Future agenda leaving for China?

GE is now building 90% of their wind generators in China. These are the Green jobs that Obama's economic adviser (President of GE) and the GE networks of NBC, MSNBC, CNBC are promoting.
