17hmr. or 223. Rem for 200 yards?

I'm looking at getting a rifle in either 17hmr. or 223. Rem for target shooting to about 200 yards. Which one would be better suited? I will not be hunting, just some target shooting/ plinking. Any other calibers that would be more ideal for this?
