Why wont my hair grow!?

ok so heres what happend i had a curly perm done to my hair in 2006 i had nice thick long hair that was to the bottom of my back never any troubles with breakage the perm stayed in my hair for about a year but i had noticed my hair was really broken from the damage the perm had done so i had no choice but to cut my hair up to my sholders *sob sob* i had that cut in jan 07 and since then my hair doenst seem to have grown one little bit i did dye my hair about twice which i know made the breakage worse i lost all thickness in my hair and i guess it also doesnt help that when im stessed i loose more hair than usual i dont understnad why my hair wont grow what can i do to improve its condition get my thicknes back and get it to start growing cant believe its been a year and a half since i cut it and its not grown :(
