Cheesy recoil pads the factory norm?

This is more of a comment than a question. However you are encouraged to put in your 2 cents. How come rifle manufacturers install the cheapest recoil pads at the factory. I know the Remington 700 comes with a relatively substantial recoil pad but most manufacturers often regardless of price, install a pad that is about 1/3 of an inch thick on high-powered rifles (let's say anything above a .243 that has some kick) unless the stock is synthetic and their profit margin is much higher. They would not pay full retail as you or I would to put on something good like Kick-eez or a Limbsaver. Wouldn't you be willing to pay an extra $20 for a rifle that comes from the factory with a real recoil pad?
